This half-day event brings together the best resources in the region to
answer questions about how your local RHIO can benefit your
organization.
Learn about Health Information Exchange in New York
Leadership from STHL, NYS DOH, and current members will discuss RHIO
services, the Statewide Health Information Network of New York
(SHIN-NY), and how these innovations can improve workflow and quality
of care.

Tier Orthopedic Associates
goes Live with Patient Consent and STHL Web Portal Access
Tier Orthopedic Associates went live with consent
collection and Southern Tier HealthLink (STHL) Web Portal access on
March 21st, 2013. With patient consent, authorized staff at
Tier Orthopedic Associates are able to access pertinent patient
health information in a timely manner.
The ability to access information such as images,
transcribed reports, lab results, medication lists, and conditions
across multiple care settings through the STHL Web Portal will help
maximize care coordination. Tier Orthopedic Associates has
a team of seven orthopedic surgeons serving Greater Broome
County, Tioga County and Northern Pennsylvania.
To date Tier Orthopedic
Associates has collected 572 affirmative
(Permit) patient Consents.

MEDENT Users Forum -- MEDENT Launches SureScripts Net2Net Direct
On March 26th
Southern Tier HealthLink (STHL) hosted its bimonthly MEDENT Users
Forum where a live demonstration of the new MEDENT Net2Net Direct
service was provided by Jeremy Smelski, HIE Integration Specialist
with Community Computer Services Inc. The overview and
demonstration was given by MEDENT remotely and not only showed how
the service works but how to get started with it. Direct with
MEDENT works very much like electronic referral and requires minimal
change to workflow. MEDENT is offering the SureScripts N2N
Direct messaging feature as part and parcel of version 19.6 of the
MEDENT electronic health record (EHR) software. MEDENT users
were able to see how the Direct protocol works within their MEDENT
electronic health record (EHR).
Seven MEDENT practices are currently connected to STHL's health
information exchange (HIE) through the MEDENT HIE Subscription
Services which further enhances the continuum of care.
Practices are able to send and receive Continuity of Care Documents
(CCDs) to and from STHL. By sending CCDs to the STHL HIE, the
practice is helping build a longitudinal patient record - one that
contains more complete health information which will help to improve
care coordination. With patient consent, the practice is able
to receive a CCD from the STHL HIE which can easily be parsed
directly into the patient chart within the MEDENT EHR.
As STHL moves forward in its transition to the New
York eHealth Collaborative (NYeC) HIE platform, additional features
and benefits of participation with STHL will be available.

Broome Community College -
Student Clinical
Ann Plocinski, a Senior year student in the Health
Information Technology (HIT) program at Broome Community College
(BCC), is working alongside Southern Tier HealthLink (STHL) staff to
gain knowledge of the day-to-day operations of our community's Health
Information Exchange (HIE) and how HIE can improve health care
quality, access, and safety while reducing costs.
The BCC Spring clinical program places students for a
6-week period during the work week at a participating organization.
STHL became a participant in the BCC Student Clinical Affiliation
program in Spring 2012.
Ann was born and raised in Hillcrest, NY where
she currently resides with her daughter. Ann is also a
cosmetologist working at a salon in Binghamton.
"I am excited to be at STHL and eager to learn
about the day-to-day operations of the local Health Information
Exchange (HIE). I am grateful for STHL's affiliation with
BCC from the clinical aspect of the HIT program and enhancing my
learning experience."

Southern Tier HealthLink On The SHIN-NY
NYeC Asks New Yorkers to Help Shape State's Healthcare
Future - Vote on Patient Portal for New Yorkers Prototypes
The New
York eHealth Collaborative (NYeC) announced that starting April 13th,
New Yorkers across the state are invited and encouraged to start
voting for their favorite Patient Portal designs by clicking on the Vote Now
button below.
To
vote, hover your mouse over the stars under the presentation and
select a range from Awful
to Excellent.
Once
built, the portal will be a website where New Yorkers can securely
access their healthcare records from their healthcare providers. The
portal will begin to be available to the public in 2014.
To
build an innovative design that New Yorkers can easily use, NYeC ran
a design challenge, asking designers and developers to submit portal
prototypes. Now, the general public is being asked to vote on which
designs they like best-helping to shape the future of healthcare in
New York State.
"The Patient Portal was created with one goal in mind: to make
it easier for any patient to access their medical records
online," said David Whitlinger, Executive Director of the New
York eHealth Collaborative. "The Patient Portal is being
designed by New Yorkers, for New Yorkers, tapping into the
innovative, creative, and community spirit of New Yorkers."
New Yorkers will have from April
13th until April 23rd to vote for their favorite
portals based on user friendliness, format, and design. The
prototypes with the strongest responses will be invited to present
their project at two different public presentations-New York City, NY
on April 30th, and Buffalo, NY on May 2nd.
After first, second, and third place winners are
announced in early May, NYeC will begin building the portal and
coordinate its function on top of the Statewide Health Information
Network of New York (SHIN-NY), a secure network for sharing clinical
patient data across New York State via Regional Health Information
Organizations.
The Patient Portal for New Yorkers will allow New Yorkers full access
to their health records online safely and securely. Once patients log
into the portal, they will be able see a list of providers who have
viewed their medical records, as well as grant access to select
providers to view their medical records online. The final Patient
Portal will comply with all national and federal policies and
standards to ensure that all personal health data and information
remains private and secure.
"The Patient Portal, by enhancing the effectiveness and
efficiency of health records access, is a prime example of how health
IT informs and empowers patients and improves healthcare
delivery," said Nirav R. Shah, M.D., M.P.H., New York State
Commissioner of Health.

The webinar provides a breadth of information on the
programs, including eligibility, key program milestones, payment
adjustments, and hardship exemptions. Presenters will review decision
trees that show how providers can receive incentive payments and
avoid payment adjustments by participating in the different programs.

Monthly Health Awareness: April is Autism Awareness
Month!
Engaging
and encouraging patients to get involved in their own health care is
one of STHL's strong commitments to our community. With our
"Monthly Awareness" section of the OnTrack newsletter, we
hope to help raise awareness about some of the common conditions and
diseases that could affect all of us, and educate patients about how
they can start to take action.
There is no known single cause for autism, but it is
generally accepted that it is caused by abnormalities in brain
structure or function. Brain scans show differences in the shape and
structure of the brain in children with autism versus neuro-typical children.
Researchers are investigating a number of theories, including the
link between heredity, genetics and medical problems.
The characteristic behaviors of autism spectrum
disorders may or may not be apparent in infancy (18 to 24 months),
but usually become obvious during early childhood (24 months to 6
years).
As part of a well-baby/well-child visit, your child's
doctor should do a "developmental screening," asking
specific questions about your baby's progress. The National Institute
of Child Health and Human Development (NICHD) lists five behaviors
that signal further evaluation is warranted:
- Does not babble or coo by 12 months
- Does not gesture (point, wave,
grasp) by 12 months
- Does not say single words by 16
months
- Does not say two-word phrases on
his or her own by 24 months
- Has any loss of any language or
social skill at any age
Having any of these five "red flags" does
not mean your child has autism. But because the symptoms of the
disorder vary so much, a child showing these behaviors should have
further evaluations by a multidisciplinary team. This team may
include a neurologist, psychologist, developmental pediatrician,
speech/language therapist, learning consultant, or other
professionals knowledgeable about autism.
